
Gayon Sampson

Currently, Gayon serves as Senior Advisor to the Mayor of the City of Frederick. Prior to joining the City of Frederick, Gayon served as community outreach advisor in the Office of Government and Community Affairs at Johns Hopkins University & Medicine. Prior to joining Johns Hopkins, he was employed as a policy associate at the Greater Baltimore Committee, Capitol Hill and for the Maryland General Assembly. As an 8th generation native of Frederick County, Gayon is very active in the community. He serves on the boards of AARCH and WYPR Broadcasting. Gayon earned his bachelor’s degree in political science from Towson University and his master’s degree in public administration from the University of Maryland, College Park School of Public Policy.

Melissa Sines
Inclusion, Diversity, Equity, Aligned (IDEA) Committee Advisor
Melissa Sines is a Co-Founder of Colmena Consulting, a nonprofit and philanthropic consulting firm incorporated for the public benefit and organized as a worker co-op. Prior to co-founding Colmena Consulting, Melissa worked as the Programs and Knowledge Director at PEAK Grantmaking, where she led their learning strategy and programming centered around equitable grantmaking practices. Before joining PEAK, she was the Director of Education & Accreditation at Maryland Nonprofits and the Standards for Excellence Institute, where she supported nonprofits of all types and sizes to implement better governance and management practices. Throughout her career and her work as a volunteer and organizer in her own community, she has touched every part of nonprofit governance and management structure and processes: as a founder, as a funder, as a board member, a committee member, a programs professional, an event planner, an operations and financial professional, a database administrator, a fundraiser, and a volunteer manager.

Dr. Eric Louérs-Phillips
Inclusion, Diversity, Equity, Aligned (IDEA) Committee Advisor
Eric Louérs-Phillips, DOL, a native Washingtonian, began his teaching career in 1998 with Montgomery County Public Schools (MD). After five years, he transitioned to Frederick County Public Schools (FCPS), where he taught fifth through seventh grades across various subjects. Since 2011, Eric has held several leadership roles within FCPS, including assistant principal, Elementary Social Studies Curriculum Specialist, and Supervisor of Accelerating Achievement & Equity (PreK-12).
Currently, Eric serves as the Associate Superintendent of Public Affairs for FCPS. His community involvement extends beyond his professional role, as he actively participates in his faith-based community, the United Way of Frederick County’s board, and the Hood College Board of Associates. He is also a distinguished alum of the 2023 Leadership Frederick County (LFC) cohort and serves on the LFC Council.
Dr. Louérs-Phillips earned his bachelor’s degree in Elementary Education from Morgan State University in 1994. He furthered his education with two master’s degrees—one in Curriculum and Instruction with a focus on adult education (2009) and another in Administration and Supervision (2010). In 2019, he completed his Doctorate in Organizational Leadership from Hood College, where he also served as an adjunct professor in the Education Department.
A resident of Frederick County since the late 90s, Eric is dedicated to making a positive impact in his community and field.

Leslie Barnes-Keating
Inclusion, Diversity, Equity, Aligned (IDEA) Committee Advisor
Leslie Barnes-Keating serves as the Frederick County Government Deputy Chief Administrative Officer, appointed by County Executive Jessica Fitzwater. Leslie’s employment history with Frederick County Government has spanned nearly three decades. She’s held many positions including the Deputy Director of the Citizens Services Division and Director of the Office for Children and Families and Frederick County Local Management Board. Throughout her career, Leslie has led and participated in countless grants programs, projects and committees charged with creating strategies to meet the needs of vulnerable seniors, children, youth and families in Frederick County.
As a licensed Realtor® in partnership with her husband Jim, Leslie is the co-owner of Keating Group of Keller Williams Realty Centre real estate team. Regular, in-person community service with Frederick’s non-profits is a pillar of the Keating Group business model.
Leslie holds a master’s degree in Business Administration from Mount Saint Mary’s University and a bachelor’s degree in Business Administration from the University of Maryland University College. Leslie was born and raised in Frederick, MD and continues to reside here with her husband.

Christopher J. Artis
Inclusion, Diversity, Equity, Aligned (IDEA) Committee Advisor
Christopher Artis is a native of Prince George’s County, Maryland. He obtained his Bachelor of Science degree at the University of Maryland Eastern Shore, with a major in Chemistry and minor in Biology. After graduation, he did some post-graduate work at Howard University and went on to work as a Research Chemist. After a few years in the lab, Christopher transitioned into education and worked for Prince George’s County Public Schools. When an opportunity in the Federal Government arose for him to work in the technology field full-time, Christopher began working as an Information Technology Specialist and has been in that position for over 21 years. Christopher is married and is the father of two daughters, Kai and Kendall and one son, Christopher II. He is also a licensed real estate agent, a member of Alpha Phi Alpha Fraternity, Inc., a cheer dad, avid golfer and movie aficionado.

April Lee
Single Year Grants Advisor
April Lee is Co-Owner of Lee Building Maintenance located in Frederick, Maryland and has served as President since 2015. April has 15 years of nonprofit experience beginning as a program director working with under served youth in Kansas City, Missouri. April was responsible for the training and management of 30 resident teaching artists, over a dozen satellite sites and more than 300 students. April went on to direct the Elmwood branch of the Boys and Girls Club of Greater Kansas City which hosted a minimum of 100 youth daily. She helped the club diversify by recruiting in untapped communities and was able to successfully incorporate formal arts training. In 2012, she relocated to her husband Jason Lee’s hometown. Since becoming a resident of Frederick, she has served on the board of directors of Big Brothers Big Sisters and the Delaplaine Arts Center.

Lauren Ausherman
Single Year Grants Advisor
Lauren was born and raised in Frederick County. Her family roots run deep within the community, and she is proud to carry that aspect on for years to come. She currently resides in Frederick with her husband Justin their two beautiful boys: Cayden and Noah, along with two English Springer Spaniels (Dexter and Dutton). She graduated with a BS in marketing and a minor in communication from the University of Maryland.
She enjoys volunteering within the community, and in the past, she has chaired the MHA Catoctin Affair, been involved with the Hurwtiz Pink Ribbon Event, was on the BOD for the Record Street Home, and she is actively involved with her children’s school (Saint John’s Regional Catholic School) on many levels. In her free time, she enjoys relaxing at the beach, reading a good book, and spending time outdoors with her family creating memories to cherish.

Danielle Doll
Single Year Grants Advisor
Danielle Doll serves as Senior Manager of Strategic Communication at the National Recreation and Park Association. She has extensive experience in nonprofits specializing in development of strategic communications, advocacy and fundraising strategy, economic development and relationship/partnership management. She has a passion for building health, thriving communities, is an urbanist and an expert placemaker. Her creative, outside-the-box vision leads to the creation of signature experiences and unique approaches to intricate problems in communities, driving engagement, funding and opportunity.
Danielle is a lifelong resident of Frederick, and current serves on the Leadership Advisory Council for Family Connects Frederick County, Mental Health Association Board of Directors, Friends of Baker Park Board of Directors, and as a partner and mentor to the LYNX program at Frederick High School.

Sabrina Davis
Single Year Grants Advisor
Sabrina Davis, daughter of educators, began her teaching career in 2012. After leading recruitment efforts for Teach For America, she joined KIPP DC to build a diverse teaching force. Inspired by the mission, she became a 10th-grade English teacher and rose to Vice Principal, leading instruction and development.
Now a recruitment marketing professional, she leverages her experience to support organizations focused on education equity.
Sabrina also holds an MBA and is an active member of Alpha Kappa Alpha Sorority, Inc. the nation’s first black sorority for college educated women.

Ann Ryan
Multi Year Grants Advisor
Ann Ryan recently retired after a career in human service program development.
Over the course of her career she has served as a Peace Corps Volunteer in Senegal, West Africa; a Legislative Assistant to Congressman Berkeley Bedell in Washington, D.C.; the Director of New Endeavors by Women in Washington, D.C.; the Director of Advocates for Homeless Families in Frederick, MD; and most recently, the Director of Family Services for the Housing Authority of the City of Frederick.
Ann holds a bachelors degree in Social Work from Bowling Green State University and a masters degree in Public Policy from Georgetown University.
She is currently working with the Frederick Housing Solutions Task Force to increase deeply affordable housing in Frederick for those most in need.
Ann is married to Paul Tooley and they live in Braddock Heights. They have two grown children.

Matthew Graham
Multi Year Grants Advisor
Matthew Graham is a commercial litigation attorney at McNees Wallace & Nurick law firm in Frederick, Maryland. Matthew is a graduate of Governor Thomas Johnson High School and Towson University, where he obtained a degree in Chemistry with the intention of becoming a pharmacist. However, through his love for public speaking, debate, and community involvement, Matthew instead pursued a career as an attorney.
Matthew’s perseverance and hard work throughout law school at the University of Baltimore, on the Bar Exam, and as an attorney has garnered national attention. Matthew’s legal journey has been captured in feature articles and appearances on CNN, the Washington Post, and ABC News.
Matthew is committed to spearheading change in the Frederick community and beyond through leadership and representation. Matthew currently serves on the Board for the Boys & Girls Club of Frederick County, Maryland. Further, Matthew is an active member of Alpha Phi Alpha Fraternity, Inc. and he is an active volunteer for Joy to the World Charities.
When Matthew is not helping his clients or community, he enjoys spending time with his wife, daughter, and extended family. Matthew is committed to “striving for greatness” in all facets of his life, with the intention of being a positive contribution to the Frederick community and beyond.

Sonia Bowie
Multi Year Grants Advisor
Sonia is the Program Assistant for the Doctoral Program in Organizational Leadership at Hood College. Born to a Pakistani father and Colombian mother, she brings a global perspective and a strong commitment to inclusion and service to her work in education, youth services, and public service.
She holds a B.A. from the University of Maryland, College Park, an M.S. from the University of Maryland Global Campus, an executive certificate in Nonprofit Management from Georgetown University, and a certificate in Women’s Leadership from Cornell University.
A former Miss Maryland (2000), Sonia championed character-building programs for youth in underserved communities. In 2016, she founded the Miss Maryland Sorority to unite former titleholders and provide scholarship and mentorship opportunities to young women.
Sonia brings a diverse and accomplished professional background rooted in public service, advocacy, and youth development. She has held key leadership roles with the Maryland Recreation and Parks Association, the National Recreation and Park Association, M-NCPPC, the Department of Juvenile Justice, and the Prince George’s County State’s Attorney’s Office.
A longtime Frederick County resident, Sonia remains passionate about using her experience to serve her community and support the next generation of leaders.

Julie Ruppert
Community Projects Advisor
Julie serves as the President of Ruppert Properties, a real estate investment, development and management firm located in downtown Frederick. A second-generation company leader and Ruppert family member, Julie also serves on the board of her family’s foundation, who’s mission centers on advancing childhood wellness and promoting environmental justice. Prior to joining the Ruppert team, Julie worked for The Bozzuto Group where she supported the operations for a range of residential and mixed-use assets throughout the DMV area. Julie received her Bachelor of Science from Virginia Tech’s Pamplin College of Business and is currently pursuing her master’s in real estate at Georgetown University.

Matt Bumgardner
Community Projects Advisor
Matt Bumgardner began his career as a mechanical engineer after graduating from the University of Tennessee. Drawn to the fast pace and collaborative nature of the construction industry, he transitioned into project management roles where he led complex commercial and institutional builds across the region.
Over time, Matt’s ability to unite teams and drive operational excellence earned him progressive leadership roles, ultimately leading to his current position as Vice President and Chief Operating Officer at R.W. Warner, Inc., a Frederick-based commercial construction firm with an 88-year legacy in mechanical, electrical, general contracting, and sheet metal fabrication.
Now a longtime resident of Frederick County, where he lives with his wife Natalie and 4 children, Matt remains actively involved in the local business and nonprofit community, serving on the Board of Directors for the ACE Mentor Program of Frederick, the volunteer committee for the In Honor of Her Foundation, and coaching in the Carroll Manor recreation council.
